SAILING INSTRUCTIONS
1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2 In the short upwind-downwind races the registered skipper shall helm the boat at all times while racing, except in an emergency. In the other races the registered skipper or co skipper shall helm the boat at all times while racing, except in an emergency.
1.3 If there is a conflict between languages the English text will take precedence. If there is a conflict between NoR and SI , the SI will take precedence. 
2 ENTRIES AND ELIGIBILITY
2.1 Each crew shall send an Application Letter to the Organizing Committee.
2.2 Skipper and co-skipper shall be identified in the entry form.
2.3 In the short upwind-downwind races the registered skipper shall helm the boat at all times while racing, except in an emergency. In the other races the registered skipper or co skipper shall helm the boat at all times while racing, except in an emergency.
Each crew shall present the following at check-in procedure: a valid skipper certificate
a valid co-skipper certificate
a valid radio operator license
Certificates performed in languages, other than English, shall be followed by their notary translation in English.
2.4 
3 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board(s) located at race committee boat. Additional notices may be distributed to competitors during the daily skippers meeting. Instruction for the next race and other necessary information will be distributed at the skipper’s meeting before the each racing day.
4 CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect. 
5 BOATS 
5.1 Boats will be provided for all competitors, who shall not modify them or cause them to be modified in any way except that     
(a) a compass may be tied or taped to the hull or spars;     
(b) wind indicators, including yarn or thread, may be tied or taped anywhere on the boat;      
(c) adhesive tape may be used anywhere above the water line; and     
(d) all fittings or equipment designed to be adjusted may be adjusted, provided the class rules are complied with.   
5.2 All equipment provided with the boat for sailing purposes shall be in the boat while afloat.
5.3 Shrouds shall not be adjusted without regatta committee permission.
5.4 The penalty for not complying with one of the above instructions will be disqualification from all races sailed in which the instruction was broken.
5.5 Competitors shall report any damage or loss of equipment, however slight, to the organizing authority’s representative immediately after securing the boat ashore. The penalty for breaking this instruction, unless the protest committee is satisfied that the competitor made a determined effort to comply, may be disqualification from the race most recently sailed.    
 
6 SIGNALS MADE ASHORE
6.1 Signals made ashore will be displayed at race committee boat. 
6.2 When flag Y is displayed ashore, rule 40.1 applies at all times while afloat. This changes the Part 4 preamble.

Each racing day there will be a mandatory meeting with skippers with more details about the schedule and course starting at 9:00. 
RC may change the schedule to be used with Organizing authority approval if races are not completed as scheduled or if the race committee considers it unlikely that races will be completed as scheduled.
7.2 The scheduled time of the warning signal for the first race each day is designated in SI 7.1.
7.3 When there has been a long postponement and when more than one race (or sequence or races, for two or more classes) will be held on the same day, the warning signal for the first race and each succeeding race will be made as soon as practicable. To alert boats that a race or sequence of races will begin soon, a red flag will be displayed with one sound for at least four minutes before a warning signal is displayed. 
7.4 On the last day of the regatta no warning signal will be made after 14:00 hours. 
8 CLASS FLAGS
Class flags will be:

9 RACING AREAS
  Racing areas are Biograd, Šibenik and Trogir archipelago and will be designated in supplemental daily instructions. 
10 THE COURSES
10.1 The diagrams in Attachment 1 show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. Daily courses and marks description will be shown in supplemental daily instructions.
10.2 No later than the warning signal, the race committee signal boat will announce by VHF the approximate compass bearing of the first leg.
10.3 No later than the warning signal, the race committee signal boat may display numeral pennant 1 or 2 or 3 as described in attachment 1. 
10.4 No later than the warning signal, the race committee signal boat may display “SAIL COMBINATION FLAG” as described in attachment 1.
11 MARKS
11.1 Marks 1 and 2 will be orange and yellow cylindrical buoys. Mark 1a will be red spherical buoy.
11.2 The starting and finishing marks will be race committee boat and orange cylindrical buoy.
12 THE START
12.1 Races will be started by using rule 26 with the warning signal given 5 minutes before the starting signal and at least five minutes interval between successful start for first class and warning signal for second class. If not altered by supplemental sailing instructions or by RC radio communication class First 35 will start first. RC may decide to start both classes together.
12.2 The race committee will designate the course to be sailed for each class before warning signal. 
12.3 The starting line will be between a staff displaying a yellow flag on the starting mark at the starboard end and the port-end starting mark.
12.4 Boats whose warning signal has not been made shall avoid the starting area.
12.5 A boat starting later than 10 minutes after her starting signal will be scored Did Not Start. This changes rule A4.
12.6 If any part of a boat’s hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal and she is identified, the race committee will attempt to broadcast her sail number on VHF channel 77. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a).
13 CHANGE OF THE NEXT LEG OF THE COURSE
13.1 To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position. If it is not practical to signal the change at previous mark it will be announced on the VHF channel 77. This changes rule 33.
14 THE FINISH
The finishing line will be between a staff displaying a red flag on the finishing mark and finishing mark. Supplemental sailing instruction may change the description of finishing line.
15 PENALTY SYSTEM
15.1 The penalties are as follows: Boats, scored OCS (rule 29.1 or 30.1) will be assessed 20% scoring penalty as defined in the rule 44.3(c). This changes rule А4.2.
15.2 Rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required. 
16 TIME LIMITS 
16.1 Time limits are as follows:
Time limit expires every day by 19:00 hours except on last day of racing when there will be no racing after 16:00.
When there are 2 races planned in a day, time limit for the first race will be announced on daily meeting and written in supplemental daily instructions. 
16.2 Boats finishes after time limit expires will be scored “Did Not Finish” (DNF). This changes rules 35 and А4.1.
17 PROTESTS AND REQUESTS FOR REDRESS
17.1 Protest forms are available at the race office. Protests shall be delivered there within the protest time limit.
17.2 For each class, the protest time limit is 45 minutes after the RC boat has been moored. The same time limit applies to protests by the race committee and protest committee about incidents they observe in the racing area and to requests for redress. This changes rules 61.3 and 62.2.
17.3 Notices will be posted within 15 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room, located at RC boat. 
17.4 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b).
17.5 On the last day of the regatta a request for reopening a hearing shall be delivered
(a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day;
(b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day. 
This changes rule 66.
18 SCORING
18.1 The scoring system is as follows: Scoring in compliance with Appendix A, Low Point System (rule A4.1).
18.2 4 races are required to be completed to constitute a series.
18.3 When fewer than 6 races have been completed, a boat’s series score will be the total of her race scores.
18.4 When 6 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
19 SAFETY REGULATIONS
18.1 A boat that retires from a race shall notify the race committee as soon as possible.
20 REPLACEMENT OF CREW OR EQUIPMENT
19.1 Substitution of competitors will not be allowed without prior written approval of the race committee. All registered crew members shall be onboard while racing unless approved by race committee.
19.2 Substitution of damaged or lost equipment will not be allowed unless approved by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity.  
21 EQUIPMENT AND MEASUREMENT CHECKS, SAIL COMBINATION
A boat or equipment may be inspected at any time for compliance with the class rules (charter company prescriptions) and sailing instructions. Only sails and equipment provided by charterer shall be used. This does not include tools and handy devices.
Sail combination to be used is defined in attachment 1.
22 OFFICIAL BOATS
Race committee boat is motor boat Adria 1000.
23 DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the preparatory signal of the first race and the end of the regatta.
24 RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Race committee working channel is VHF 77.
25 PRIZES
Prizes will be given as described in Notice of Race.
26 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

RC may decide to cancel the sail combination restrictions by displaying ”O” flag with repetitive sound signals near any mark. All sail combination instructions will be announced on RC channel. RC may apply different restrictions before the start by informing competitors over the channel 77.
